Dr. Stephen Lewarne is a visiting professor of finance and economics. He brings more than 30 years of experience in international development, economic policy, and public financial management.

Before joining Franciscan, Dr. Lewarne served as Senior Fiscal Economist and Adviser for USAID’s Public Financial Management division, where he led global fiscal programming initiatives. He also spent 14 years as a Senior Partner at Deloitte Consulting, overseeing applied economics programs in developing countries, and previously held executive leadership roles at AECOM International.

His work has spanned more than 20 nations, advising ministries of finance and international institutions such as the IMF and World Bank on fiscal policy, trade, and macroeconomic stability. Dr. Lewarne has also briefed U.S. and international government officials on economic growth and post-conflict reconstruction efforts.

He earned his Ph.D. and M.A. in Economics from Indiana University and holds additional degrees in Russian Studies from Carleton University in Ottawa, Canada.
